XFX R9 390X or RX480 with 650W PSU

I need a new GPU. I sold my 280X to upgrade.

I have a i5 3.2GHz, 16GB RAM, 1x 120GB SSD, x2 1TB HD's, DVD Drive and a OCZ-ZS650W-UK BRONZE 80 PSU.

PSU specs:

OCZ ZS 650W Power Specs
Rail 3.3V 5V 12V 5VSB -12V
Max. Power 22A 22A 46A 3A 0.3A
130W 552W 15W 3.6W
Total Max. Power 650W

Is my PSU powerful enough to run a XFX R9 390X black edition?
Should I get a AIB RX480 instead, like the Sapphire Nitro? - would this give me the same performance?

Personally, the new "goto" when you have a decent budget but aren't quite going for the highest end is the 1060. Too many direct x 11 games currently out/about to be out to miss out on that performance.
Definitely the 480. The 390x performs better but i suspect that you would have to upgrade your psu too. For the 480 wait for the after market cards. The reference ones have a pretty serious power problem, that is YET to be solved. Also better cooling, noise and overclock (if that is your thing).

you are better off waiting for the 1060 to release, or a non reference 480
 
The thing about the 390x is that most psu can handle everything else but it. If you search toms you would find a lot of occasions where a decent/good psu couldn't keep up with the card. I believe (although i might be quite wrong) that the problem lies with the 12v rail.
 
i changed my mind about amd rx480 its to hot to overpriced and loose to gtx1060 by 10% fps so gtx 1060 is better bang for buck and whats most important 75watt lower tdp and much lower electric bill in the summary on the end of the year
