XFX Radeon HD 6950 1GB having memory problems

So I reformatted my pc and now when I look under display in dxdiag it says approx total memory : 744mb
Before I reformatted my pc the approx total memory was 1024mb... I have all the latest drivers

I am using a GIGABYTE GA-Z68X-UD3H-B3 LGA 1155 Intel Z68 HDMI SATA 6Gb/s USB 3.0 ATX Intel Motherboard

I think that this memory problem is slightly affecting my fps.
