Question XFX RX 480 Crashing Issue. Bad Card?

I bought my XFX RX 480 used after my 470 started to have issues. Ever since I got the 480, it crashes in multiple games, such as fortnite and madden after about 15 minutes of play time. The way I fix this is to go into global wattman and lower the voltage and raise the power limit to 20%.

Why do I have to lower the voltage and raise the power limit?
Does lowering the voltage cause performance loss?

The card is not overclocked
In my computer I have an I3 6100, 8gb RAM, and EVGA 600w PSU.
 
Which PSU exactly?
Download GPUZ and go to sensor tab and check the perfcap (you can hover over the graph for reasons).
You can type in start menu "Event Viewer" and check what actual reason should be.

Have you tried DDU (Display driver uninstaller)?
Have you tried only installing drivers for GPU not the software?
Have you tried older versions of the driver?
