So I am trying to figure out what would be the best option for my situation. I have had my RX 580 since 2018, and am looking to do an upgrade, however, I don't know if I should upgrade the graphics card, or downgrade the display.

CPU: Ryzen 5 5600X
Mobo: ASRock B550 Phantom Gaming 4
RAM: Corsair Vengeance 32Gb DDR4
Display: Vizio M557-G0 55" Smart TV
GPU: XFX GTS RX 580 8GB
PSU: Corsair RMx 750W Gold 80

The main reason I am currently using a TV as my display is because of the fact that it was given to me, and I didn't really have any sort of use for it, other than it just being a paperweight, so I figured I would put it to use. As of late, I have decide that I want to invest a bit of money into my PC again, after having taken a back seat on upgrades for the past few years, the CPU and Mobo being the most recent, as of late 2021/early 2022.

I am looking for suggestions and advice. Would I be better suited to get an upgrade to my GPU or downgrade my display back to a smaller sized pc gaming monitor?

The RX 6600 is about equal to the RX 5700 in gaming performance. That means you will get about double the gaming performance with the RX 6600 as you would with the RX 580. When it came out, the 5700 was a great 1440p card and entry level 4k. It might make sense to do both changes since the 6600 will only be able to do 4k 45-50fps compared to 85-100fps at 1440p. https://www.tomshardware.com/reviews/amd-radeon-rx-6600-review-xfx

Not to nitpick, but 6600 < 5700XT < 6700XT. But as you stated, roughly double the performance. Good for 1440p or 1080p depending on games.
