im upgrading my gpu from msi 2060 super to xfx rx6700 xt ?
the difrential price is amazingly slight-just 25$
is it a noticeably hoist in performance?

A significant upgrade.
In Raytracing 2060 Super may even beat 6700XT,especially when backed by DLSS.
But for the most part 6700XT is far superior product.
Between those 2,you wouldn't regret getting 6700XT.
6700XT in rasterisation is like 2080Ti

If you sell 2060 Super, perhaps 6800XT wouldn't be out of reach.
Now THAT is truly mighty upgrade.

Bro 6700xt suffices my needs.my budget is tight.

And my mobo is z490 paired with a i7-10700 CPUand 650w psu(used one)

Well selling 2060 Super makes budget less tight.
Opens up more options.
But for 6800XT, you would also need better PSU,si scratch that lol.
Perhaps you should consider going to Intel LGA1700 platform or AMD AM4.
Would require selling CPU and Motherboard, but offer more flexibility longterm

I think 10700K is an excellent CPU,but upgrade options are limited and likely very overpriced.
Going to LGA1700 or AM4 opens a significant amount of upgrade options.
There are many Z490 boards.
Not every is equally amazing.

While I think you could get more long-term solution with what I suggested(you could do better than just 10900K and KS as upgrades

5800X3D),10700 is very nice CPU even so and hopefully 10900K will drop in price significantly over time.That said 10850k is bassicaly identical in performance, while being cheaper).
Probably good enough to balance things out to the point which makes you perfectly happy 10700 is since based on some other threads you have above average obssesion with balanced systems.
You should be fine for next several years.

Well tecnically perhaps 5800X3D is not better enough to make change.
But it is considered enough to handle RTX4080 and perhaps even 4090.
