The program cant start because XINPUT1_3.dll is missing from my computer?i cant install games.

try running

sfc /scannow

or reinstalling DirectX runtimes from MS website.

installing the latest direct x redistributes will fix this...

you may also want to install the runtimes.

you shopuld really install both as they offere different librarys that will make direct x more stable.
