Immediately stop using MSI's XMP profiles! They are NOT the same as other brand's versions. Manually overclock both CPU & DRAM to get best results. I found this out on my MSI X99S XPower Gaming Titanium mobo w/ my 6850K OC'd to 4.3GHZ & my G.Skill 3000Mhz DRAM OC'd to 3400mhz. My vcore on my 6850K is @ 1.35V

Without seeing your settings in BIOS, I can't really say what it could be. Also, are you talking about DRAM of CPU core speed? It seems like you have both in your example.

If you are seeing 1200Mhz for your DRAM in CPU-Z, that is the actual clock speed. You will need to multiply by 2 to get what speed you are looking for. I.e: 3200Mhz DRAM could show as 1600Mhz in CPU-Z.

Make sure that you are disabling power saving C states & make sure to lock your cores @ full speed. You do not want any down clocking to happen when overclocking. Down clocking can lead to voltage dips or spikes that could BSOD, freeze, or crash what would be otherwise stable OCs.
