Hello recently built my first PC and in the task manager I noticed that my ram speeds are only 2133mhz but as you can see from the link I have DDR4 3200. After doing the research online I see that I can go into the bios and enable XMP or D.O.C.P and it will set the ram speeds to what they should be or something like that?(pls bare with me I am very new to the PC scene) What my main question pretty much is, will this be safe to do with my PC?

Welcome to the forums my friend!

enable XMP or D.O.C.P and it will set the ram speeds to what they should be or something like that?
Correct.

will this be safe to do with my PC?
Absolutely. It is standard practice.
EVERY person you see running RAM modules at higher speed (often above 2666) are running a RAM overclock in some way, whether that be XMP, DOCP, or manually. It's what you have to do to get RAM to run at those speeds.
