XMP isn't supported

I have F4-2133C15D-16GVR (G.Skill Ripjaws V Series 16GB (2 x 8GB) DDR4-2133 Memory) and an MSI TOMAHAWK AC but in bios it says XMP not supported.

Why is this? I know it is supposed to be. Do I need to raise the DRAM voltage or something?

XMP is an overclock profile that sets the memory to the overclock speed they sell it at, if you overclock it manually, it ignores that profile (if it even existed which in your case it does not). So overclocking will not "enable" it.

Your memory is DDR4-2133 that means no overclock profile. The manufacturers page is mistaken, XMP does not apply to memory sold at 2133 mhz.
From the motherboard manual:

Extreme Memory Profile (X.M.P.) [Disabled]
X.M.P. (Extreme Memory Profile) is the overclocking technology by memory module.
This item will be available when the memory modules that supporting X.M.P. is
installed.
[Disabled] Disables this function.
[Profile 1] Uses profile1 settings of XMP memory module.
[Profile 2] Uses profile2 settings of XMP memory module.
 


I overclocked my memory to 2266, still no XMP.

On the manufacturers page it shows my RAM has XMP 2.0 support.

No prob, you may be able to overclock it a bit, but not much. Thats why memory is sold as 2133, 2666, 3000, etc, because if the manufacturer knows it will run reliably at that speed they sell it (sometimes for more money) at that speed when XMP profiles are used.
