Asrock probably uses daisy-chain topology for connecting the DIMM sockets in the motherboard layout. Daisy chain makes for better two-DIMM (or 4 DIMM when only 2 sockets are populated) overclocking but can seriously limit the overclocking potential when all 4 sockets are populated.

A point-to-point topology would be better for 4 DIMM arrays with all sockets populated but that results in worse overclocking potential when only 2 sockets are populated. So that's generally used on top-end boards where customers don't mind the expense of 4 DIMM's and more likely to need that much memory.
