Question XP fax console won't send faxes after a no dial tone (present now)

Fax console sent faxes fine until this no dial tone error. Dial tone is present now, but it will no longer send faxes in the output folder. I've uninstalled and reinstalled fax console a couple of times, but problem persists. How do I fix this problem?
 
You're probably aware that you are 15 years late with your question...

How do you know you have a dial tone? It could be that your fax-modem went down, or a wire got cut...

Open a HyperTerminal to the modem' serial port, and try some low-level AT commands. Try dialing your cellphone with "ATD 12015555", or answering a call with "ATA".

I know I have a dial tone because I unplugged the telephone line to the computer and plugged
it into a land line phone. I have two pcs. One running W7 and the other WXP. The W7 one
was custom made and has no PCI ports available for a modem card and W7 was preinstalled,
so I have no w7 CD. I tried installing a USB fax modem on it, but couldn't get it to work. The
WXP PC already had a PCI dial up card so, I've used it to send faxes for the last several years.
I installed the USB fax modem on the WXP PC and it works fine.
