xp fax program - doesn't receive

I have used WinFax and uninstalled it because of receiving problems.
Installed Windows fax on XP Home using a Zoltrix FMVSP56e usb modem, it has a
Rockwell chipset, Rockwell ACF 56K (1 Meg ROM). I am having the same
problems as before. I can send all faxes, to anyone but can only receive
faxes from some. The people we can not receive faxes from have no problems
with anyone else. I have upgraded to SP2 but the problem existed prior to
and after SP2. Device Manager lists no problems, using the most current
driver, which may not be all that new but it is still a Rockwell chipset and
would think it would be supported. It is not listed in Microsofts HCL. The
weird part of the problem is it's discriminatory exclusion of certain
incoming faxes.
This is the third fax program I have tried and all exhibit similar
problems. A free fax program I got had the least problems. WinFax and
Windows fax are neck and neck.
Any help would be appreciated.

When the modem is not listed in Windows XP HCL, only your modem
vendor/manufacturer can be of some help. Please contact them to verify
whether it is a fully compatible fax modem or get the latest driver updates
and check with it.
