Xp fresh instal ntldr is missing

I erased the hard drive and now when I try to install windows X P, I get the message NTLDR is missing, press Ctrl Alt and Delete to start the computer. when I restart I hit the F8 key I select C D rom drive and the same message comes again. I do not get the choice to hit any key to start from C D. I guess I need a boot up cd to get it going. Where can I make a boot up disk.

Did you make setup (F2) change to make CD the 1st Boot Device ?
