Can XP Home be set to have different screen resolutions on each user on the
same PC?

Not without some third party application running to provide the change for
you (same for all versions of Windows XP.)

Google for "different resolution per user".

Windows XP does not natively permit different user's to retain their preferred
screen resolution. However, the following program will add this feature.

Allow Custom Display Settings for each user
