xp/print permissions

So I was helping this guy I know fix his printer problems..He has this
w2k PC w/ an HP printer hooked up...He wants to print from a networked
XP PC...So I can add the printer in XP..Only if I supply a
username/password. It's Administrator and no PW..So it adds..Then
prints fine..Need to restart the computer? Well, if that happens the
printer is no longer connected and access is denied from the w2k
computer. Huge pain in the arse. No idea why.. The only way to print
again is to delete the printer, restart and add it manually again..I
know it MUST have to do with users/permissions on the w2k PC..But the
EVERYONE acct is active w/ all permissiones,etc..also another XP PC
prints FINE from this HP printer..Any idea why a previously usable
printer would be rendered unusable by a restart?

Remember, permissions are additive. It's a tough concept to grasp
sometimes.

Even though the Printer has the "Everyone" permission set, there could be a
security permission elsewhere over-riding it.
