While booting up, my XP home edition freezes after the "Windows XP" screen
with the blue bars moving left to right. It goes to a blank screen after
that, and doesn't go to the user account logon screen.

When I tried to reboot after the first occurrence, I got the safe mode
screen, selected boot in safe mode with network access, and all goes well
until it gets to a command prompt line which appears to be haning on a Norton
GoBack command. I do not have GoBack activated.

All of the safe mode options stop at the same point. Any suggestions?

Just a guess, but long ago I had a video card that would freeze my computer
with "tire tracks" across the screen. You could take a wild-assed guess and
update your video drivers.
