Yamaha HTR 6068

Have just bought a Yamaha HTR 6068 receiver. It is connected to a LG tv. The amp won't work without having the tv being on. Can't operate the unit at all without to being on. Is this normal or should I be able to operate them independently of each other?

Thanks, any idea on how to do this on the Yamaha. I've looked through all the settings and can't figure it.
