THermoelectric chiller... has 680 watts and like 46 amps on the 12v connector

can it support Swiftech MCW6500-T-775 Thermoelectric CPU Liquid Cooling Block (Socket 775)

That's up to you, only you know what cpu/ram/card/etc. your system has.

The MCW6500-T uses approx 226 watts + your system wattage. Swiftech recommends a 1K PSU but again it's up to you. You may want to take a look at other PSU's as well, they are not as pretty but are proven performers like Corsair, etc.
