If you are making a Ranged hypersonic speed attack or using running shot
can you still add in the extra damage from ranged combat expert?

Not really the appropriate group for the question, as it doesn't
pertain to frp (Fantasy RolePlaying) at all.

You cannot use RCE with either HSS or RS, as RCE requires a power
action, while HSS allows a close/ranged combat attack and RS allows a
ranged combat action.
