no you probably don't - just check the 12V rail requirements of your GPU.

It's rated at 180W TDP so it's less than half the rated wattage of your PSU before HDD's and the CPU so there's plenty

650w is fine, but Corsair VS models are entry level and not designed for such a GPU.

PS, expect CPU bottleneck with that pairing

Really depends on budget.

An I7 7700k is the best CPU for your motherboard, but only a quad core and overpriced.
