It's rated ate 180W TDP so it's less than half the rated wattage of your PSU before HDD's and the CPU so there's plenty
Yeah I do agree with the CPU bottleneck... do you have any suggestions as to what my CPU upgrade should be?650w is fine, but Corsair VS models are entry level and not designed for such a GPU.

An I7 7700k is the best CPU for your motherboard, but only a quad core and overpriced.
