I overclocked i5 4690k to 4.2ghz stable @ 1.200v and 4.6ghz stable @ 1.365v on my Asus H81M-Plus so why do people keep saying "you cannot overclock on these boards and they don't support overclocking when mine does?

Trust me go on google and type "overclocking on a h81 board" see how many people say it isn't possible for K series chips, it is well known to work for G3258 but that's about it everyone else says that you need a Z board to overclock higher end chips like i5 4690k and i7 4790k

I don't quite know why it is saying 3.5ghz base clock and 4.4ghz turbo clock

Unfortunately, not everything you read on the Internet is true. :)

I can confirm that it is indeed possible from personal experience, however you must have updated the bios to the UEFI version that supports overclocking other cpus AFAIK.

That is inaccurate. Trust CPU-Z, not the graphic card info that just picks up the information off the CPU identification.

I messed with so many settings though, it stays at 4.4ghz all the time though, it doesn't ever go below that which is weird its like stuck on turbo mode I have no idea its weird though, it kinda sucks how I have to have 1.25v though

Well you can't just push a few settings up and call it a day. You need to incrementally push it while watching temperatures and voltage. Best that you start your own thread in overclocking to optimize your overclock.
