Question "You need permission to perform this action" after a reboot ?

All of a sudden after rebooting my Windows 10 PC 1, my Windows 11 PC2 can't access the HDD1 drive and I get "you need permission to perform this action" if I try to copy over a file to it.

I tried the corrupt file check, sharing and all that. Nothing's changed I just rebooted PC1 after not rebooting it for weeks and now PC2 can't copy any files to HDD1 on PC1 but has no problems copying files to HDD2 on PC1.

I'm perplexed.
