On the flip side... what if I don't want to play rockband vr? I'd rather pay $5 less and not get the "free" accessory.

It would cost Oculus more money to offer a second sku than it does to toss in the accessory.
New packaging, additional logistics to worry about.
It makes more sense to include it. If Rockband needed a new guitar it would make more sense on that end, but it doesn't so this allows Oculus to offer a digital-only solution for the software
