Power supply is junk, buy a Corsair CX or CXM (the ones with black and white labeling not green) if you want a budget PSU.

Any reason you are going for an "overclocking" board, but using a non-overclocking 8400? It will certainly work, but you may be wasting money on the motherboard...the other side of that is that if you want to upgrade in a year or two you won't need a new mb.

Get a cheaper motherboard and put the savings into a better PSU and larger SSD.

what about i5 8600k unlocked with rog strix z370 f gaming
the mobo can overclock and also the cpu is overclock-able

At that point, it becomes about what you really want. Save some decent money with a non-k cpu and an H series mb (i.e. non overclock board), or spend a bit more and get the K/Z series parts. If you don't plan to overclock, you can still get great performance from one of the H series boards. But either way is perfectly fine.
