I made a list of all high-end Gen4 NVMes that are:
Phison E18 (Taiwanese):
* The Silicon Power XS70 sometimes uses the Innogrit controller below.
InnoGrit IG5236 (Chinese, seems to be less reliable):
Aries ACNS075 (Korean. Made by SK Hynix):
* Also sold OEM to retailers as PC801.
SMI SM2264 (American-Taiwanese):
Samsung and WD (their own in-house controllers):
* Only one in this list that has a 112-layer TLC. Performs amazing according to reviews.
* There's also the AGI AI838 7400/6700. Couldn't find info what controller it uses.
Anyhow, as of the time of writing this, I checked the best prices you could get for each. Best deals I could find are $130 for the MSI M480 Pro, which comes with a heatsink. Second best is $130 for the Gigabyte Gen4 Aorus 7300 on Newegg. You could get the HP FX900 Pro or Acer GM7000 for $125 on Amazon. But, for $5 extra you get the more reliable Phison controller and a heatsink on the two above.
