Youth Players - finding them

My u19 squad is ageing and the only way I can find to replace them is to
poach from lower divisions but as I have top youth training facilities I'd
rather have them come to me directly. I use scouts to search for youth
players and I constantly scout the players list for 12-16 year olds but they
all seem to be hiding somewhere. How do I find them before they get signed
or how do I get them to come directly to me?

You could play a couple of youth players in your first team every now and
then. Also what's your staff like on working with young players..... if they
are below 10 you might have trouble that way as well?

They get generated into clubs U19's at the end of the season (sometime in
June in England), when the game has updated for the new season, not that
they decide to tell you any more when new players have been promoted.
The amount and quality of promoted players depends on your club's
reputation, training facilites and how many players you have at the club.

I think the only 16 year olds in FM2005 who are clubless are ones that have
been released from clubs.
