Youtube app not working never ending buffering

Youtube will get so far to bringing up a video and then it will stop there no error message just a continuous loading circle, its not my device as it happens on my iPhone and my moms iPhone as well but only on wifi, cellular works fine, Youtube works fine on my Xbox and computer. They are both on the latest version of both the app and ios and I've already restarted the router

You probably need to uninstall the YouTube app and install it again. Do other internet things work OK on the phones? How about Netflix or Hulu or web browsing?
