Question Youtube issues on Windows 11

Recently I've been having issues watching videos on youtube, and it appears to have started around the time I upgraded to Windows 11. I never had issues before. But now videos always default to the lowest quality (144p) when starting, and when I change them to 1080p, they stall and buffer constantly and I can't watch a video through. I'm running a 3090, and have fine internet connection, and everything else runs smoothly as it used to (twitch, games, etc.) it seems to be solely a problem with youtube. Anyone else have a similar issue, or know of what might be causing this?
 
I use Chrome mainly. I tried it on Microsoft Edge (because thats the other browser I have on here) and had the same issues on youtube. I just downloaded Firefox and it won't even play videos. When I click on one, it comes up with "Connect to the internet. You're offiline. Check your connection". But I am connected.
