The new Youtube update gave up 60fps at 720/1080p, but for some reason mine's EXTREMELY choppy, basically a slideshow, my hardware's not even maxing out at all or anything, I cant figure out why it's so choppy.
Win 7
6GB RAM
Radeon HD 6750
Intel i3 2100 @3.10GHz

Is the video load bar keeping up? Check if lowering the quality improves, if it does, it could be an internet bandwidth issue.

Compare these two videos here using Chrome http://www.tomshardware.com/news/youtube-60-fps-video-catzilla,27987.html

Other possibilities are:

Sound - Bitrate could be set too high under Advance, try using DVD quality.
Windows7 Aero, try changing to basic.
GPU Acceleration in browser, try enable/disable.

Ok, are you using sound card?

What other things have you tried?

Do all the videos play like this or just the ones you can set to 60fps option?

Your computer hardware is more than enough, even an old P3 could handle that. It is a software glitch, either Chrome or something else not properly coding the video playback. Try reinstalling Chrome.
