YouTube stuck at 30FPS

Okay, so everytime I increase my video to 720p or 1080p and i go fullscreen with my video, it plays in 30FPS which causes voicing to be out of sync or 3-4 seconds behind the video....how can i increase my FPS???

You cant they are either recorded in 30 fps or 60 fps and this should not cause the voice to be off sync
