In EU, content providers by law have to implement routines to ensure that any uploads does not contain copy any protected material. And there exist a waste pile of copy protected stuff out in the world, so just by being able to process that is a huge undertake.
I see you probably live in Turkey, but YT probably must undergo the same prcess for every upload in order to being legally able to enable the content for people in EU as well.

Then its probably not your system.I've tried uploading videos many times, it's all the same. It uses a maximum of 20 Mb/s on Task Manager.
I thought I could upload videos easily with such high speed.
