YouTube Videos Stutter

I've finally put together my PC (specs below), and it runs games like The Witcher 3 and Deus Ex Mankind Divided smoothly as silk. However, I've noticed that in DXMD, the pre-rendered in game cutscenes, as well as videos on YouTube set to 1080p60fps, have this stuttering - as though they are not in 60fps.

What is the cause of this and is there a way to fix this?

Core Intel i7-7700 CPU 3.60 GHz
RAM Gskill Ripjaws 16GB
ASROCK K4 Gaming Fatal1ty Motherboard
Gigabyte Geforce 1070 G1 Gaming
Storage: Crucial 255GB SSD, WD Caviar Blue 1TB HDD

I'm using a Dell U2414H monitor.

 
What refresh rate is your monitor running at? A 60fps video will tend to look smoothest if your screen's refresh rate is set to 60 or 120Hz, otherwise you'll tend to get a bit of microstuttering due to the frame rate of the video not lining up with the refresh rate of the screen. If that's the case, you might try adjusting your refresh rate to one of those two values, at least for the desktop, and see if that helps at all.
 


My monitor is a Dell U2414H. When I accessed Display Settings/Display Adapter/Monitors, it says "Generic PnP Monitor" and the maximum refresh rate I could select is 60Hz, I compared it to my Lenovo laptop and the number was the same, but on the laptop I could watch 1080p videos smoothly, not on my Dell.
