YouTube videos won't load?

On my PC , videos will just not want to load in 720p60 or 1080p60. Now I am pretty sure that with 30 ping , 7 up and 37 down I should be able to watch any video. Sometimes I can and sometimes I can't , its very fickle. It is not my pc's fault either , I have a AMD A8-6500 with a GTX 750 , I even record videos and live stream and I'm fine. Anyways , any help or tips would be appreciated , sometimes when I clear my YouTube watch history and browser history it will be fine but like I said it is fickle.

Have you tried to reinstall adobe flash player? Multiple people had this problem after the youtube update.
