Can i use z170 motherboard for my i5 7400
Or i have to use any B250 motherboard
Can i overclock my i5 7400
Whith any of this motherboard by base clock method

You will be able to use i5-7400 on the Z170. HOWEVER, you MAY need to update the motherboard bios for compatibility with Kaby lake.
The i5 is locked, so you won't be able to overclock it, although I'm not sure about base clock method, you might be able to.

That first line is really important, if you do need to update the bios (quite likely) then you need to use a 6000 series CPU to do it.
