Z170 Extreme 4 problem with start/restart

Hi,i have a problem with the start up of the system.

if the system is turned off for a long time there aren't problems to boot otherwise it turns on for 1 second, off for the next two seconds and after hand normally.
After the boot it remains in the screen of motherboard (the written asrock with buttons F2,F11...)for about two minutes before starting the os.Is it normal,also having a ssd?

If I want to restart or simply press the reset button of the case the PC doesn't restart.It does the same procedure of the start.it turns on for 1 second, off for the next two seconds(this time for two times) and after doesn't start.


When i turn off the pc the os closes normally without problems.The fans connected to the motherboard remains on along with the start button, reset, and the small screen of the motherboard.
I have to force closure.

How can I fix the problem?

I have windows 10 on ssd installed as new installation and I use the disk supplied with mobo for install driver.Bios version P2.80
 
1| Can you please pass on your full system's specs inclusive of your peripherals?

2| Update your BIOS by downloading all version post 2.80 here and gradually update to 3.40.

3| Disable automatic device drivers and perform repair install and see if the issue is alleviated. Might also want to reinstall your device drivers manually after removing from Device Manager but in an elevated command:
Right click installer>Run as Administrator.

4| On the note about your drivers, you should always download the latest driver from manufacturer's site instead of the drivers disc since it's considered a bare minimum for your build but it lacks drivers meant for Windows 10. You can find all Windows 10 64 bit drivers here.
