Z170 mb i5 6600k cpu 16g ram 1080ti CPU bottlenecking bad

Hell thanks for the help. First off let me start by saying inbuilt my own pc. This one was not bought prebuilt.

My questions/problems

#1 while I'm playing a game that has pretty high graphics some lower end graphics I get a very very bad bottleneck between either the CPU or the GPU the whole computer will freeze for about 5 seconds and then resume playing this happens every 30 mins or so.... any suggestions on this one.

It's only an 18% bottleneck according to http://thebottlenecker.com/#project. Bottlenecking is also ususally not a problem as long as you for example play games that require more graphics you can have a better gpu than cpu.

This is most likely something else, check for any driver updates, windows updates e.t.c.
Do you have anything in the background running?
Check with different types of monitoring tools like OCCT, task manager e.t.c. do a stress test while you're at it.
Look at the graphs when this "stutter" happens, check if you see something interesting like for example:
Some component suddenly working really hard.
Memory dropping.
just anything weird in general.

Solution
Except for SSDs, do regular hard drive cleanup/maintenance. Check for a virus. Some programs will update while you game, Windows 10 does it a great deal, and some games do it, such as World of Tanks.

What operating system are you using?
