Question Z170 Pro Gaming + PCIe/NVMe SSD

I'm trying to use two Samsung 970 Evo Plus NVMe M2 drives on my Z170 Pro Gaming motherboard.

One goes in the built in M2 slot on the motherboard, and is working. The other goes in a PCI-E Gen3 x16 adapter, but is not working. Windows 10 freezes up and won't open the virtual disk manager. Ubuntu just ignores it, but does log an error on sector 0.

I've tested the PCIe/NVMe combo in another (much older) motherboard, and it worked in Windows 7 after installing the Samsung NVMe drivers so I believe the drive and the adapter does work.

The Z170 motherboard has three x16 PCIe slots. The first one has my GPU. I've tried the NVMe SSD in both the 2nd and 3rd slots. I've updated to the latest bios, and tried various bios settings to no avail.

Is there some reason that this motherboard will not support NVMe drives via PCIe?
