Can I install a Geforce GTX 770 graphics card into my Z220 Workstation sff???

No. The 770 requires supplemental power connections. The Z220 only has a 240W power supply which is not enough for that graphics card.

could I possibly buy a bigger supply and if so how many w should it have ( sorry im new to this )

No. I could tell you what PSu to buy, but the card will not fit in the case. You would need a half-height card, witch i doubt you have.
