Z230M Gaming Pro AC won't even spin fans

Hi,

Putting together a new PC but I can't get any fans to run at all. Got a replacement board from amazon- same thing! I have breadboarded the set up and stripped it down to just Mobo with connected Case Power SW, 24 pin ATX power , 8 pin CPU power, 1 stick of RAM in DIMMA2, CPU + Fan. No fans will run at all. I have tried only 24 pin power/Power SW for case, and fans- still no spinning fans.I tried full set up, powered on and got nothing.

Checked manuals and read internet, talked to both amazon and MSI customer support. Hard to believe it's a faulty board especially after the 2nd one but MSI thinks I have to RMA it. Any thoughts / hopefully something obvious I'm missing?

Micro ATX case in current/good use (fans power switch all working)
New MSI z370 Gaming Pro AC mobo
New Intel 8700k
New Ripaw DDR 4 RAM
GTX 970 old
EVGA 500B 500w PSU

MSI is right, and RMAing a board several times happens often enough (had this three times with an MSI board).
Send it back, get a new one.
