Z370-G Gaming strix motherboard - NO Motherboard / debugging L.E.Ds

Built my PC and just tried booting and no luck, firstly:-

Before pressing the Power Button On:
- CPU & GPU Fans are going at Max RPM
- RBG lighting working

When Power Button is On
- I dont get ANY Onboard LEDs (diagnostics)
- All Fans turn on & RGB lights start cycling
-Memory RGB lights

No POST, No Beeps, No Bios. No Onboard Diagnostic LEDs, I dont have a speaker to plug into the motherboard.

Also getting a ticking noise from the PSU when turned off, and also when turned on.

I am assuming my RAM is dead on arrival but i am confused to why I am not getting any Beeps or Onboard LEDs

Getting a contant ticking sound like a relay tick or some sort when PC not even turned on, Also when PC is turned on.
