Z370 no boot

New build here specs are as follows
8700k
Asus Maximus X Hero
X62 AIO
2x8 gb Corsair dominator
500gb Samsung EVO Nvme
MSI Seahawk 1070
Corsair HX850I
I’ve been having boot issues with my new build. Ive got into the bios once but after that no luck. The Mobo leds light up but when I go to start it a relay clicks in the psu and nothing else turns on. Is the clicking short circuit protection kicking in? I breadboarded the build and it does the same thing with either ram stick in any slot. I’ve taken the build apart and put it back together 10 times easily but haven’t been able to get back into the UEFI or get any post codes. I’ve already exchanged the Mobo and processor for new ones and things stay the same. Do you think my psu is shorting the system? I have no spare one on hand until the new one gets here and the fan spins under the paperclip test.

If you've already replaced the motherboard and still can't even get any fans spinning on the headers then it's an electrical issue. I'm not sure how you breadboarded but my config would be: CPU, Motherboard, one stick of RAM, CPU cooler, 24pin connector, 8pin connector. Everything else uninstalled including drives and graphics cards. See if you can get fans going. If no luck putting a case fan on the CPU_FAN header to see if the cooler radiator fans not starting are the issue as if nothing is running on CPU fan header the system may not start. If yes I'd move the radiator fans onto the CPU_FAN header, hook up the case fans to the motherboard and repeat. If that works start adding parts one by one.

I don’t have one on hand. The new psu arrives tommorow so if that doesn’t fix it I could just buy a cheap air cooler for testing. This is my first build in many years so no spare parts on hand

No fan headers on the psu but it has a fan test button on it. Does that test the power supply in the same way? I’ll probably just wait to try the new unit I have a feeling it’s the psu. I’ve tried a new Mobo and cpu still did the same thing. Thank you for all your help though.
Edit I tried it without a case fan hooked up and it still clicked but the fan didn’t spin on the psu. But it spins on the fan test button

Make sure your 8pin and 24pin are fully inserted. I would also try another PC power cable (IEC 320) and outlet.

If it still doesn't start in this basic configuration on cardboard I would suspect the PSU is bad.
