Z390 CPU and DRAM LEDs Flashing

I am a first time PC builder and have just recently upgraded my old PC I purchased:
15 9600k
Gigabyte z390 Gaming X
Corsair vengeance LPX 16GB
Hypercooler EVO
I am reusing my old Corsair 650W power supply and my Strix 970

The CPU and DRAM LEDs are on and flash between one another. I’ve tried changing slots and using just a single stick of RAM but so far no help. The LEDs for the mother board on the back work and the cooler turns on but my monitor, mouse and keyboard do not turn on.

have no idea what to do now and even if I get it working, I have windows 7 on a hard drive and some free windows 10 from Microsoft on a USB stick. I have no clue if that will work in helping me boot up the computer if I get past these issues. I am sorry for the wall of text but if someone can help me out with even one of these issues that’d be fantastic

Hi, Try testing the board outside the case. If still the same, try removing the CPU, taking a clear picture of the CPU socket, uploading it on imgur and posting the link here.
