You can't get a display without a graphics connection and adapter.
I suspect you mean that you do get a display when the monitor is connected to a motherboard adapter and a supporting cpu.

If you plug in a riser without a gpu attached, possibly the motherboard thinks you have a gpu connected and is automatically switching graphics to the empty pcie device.
Look in the bios to explicitly select the integrated adapter.
