Question Z590 motherboard install issues

I recently bought a new mb Asus Z590-E and when I boot with just onboard Video, mem installed, CPU installed. I see dashes on the display, from BIOS and even after I put SSD card in and booted to windows.
I've tried new cables, both HDMI and Display port Cables, No difference.

Also I try to install my existing Video card and mb doesn't see it and get code d6.
I've also swapped out the Power supply and no differences.
CPU: Intel Core i7-10700 10th Gen Comet Lake 8 Core 2.9 GHz LGA 1200 65W CPU
Memory:

Corsair Vengeance RGB PRO 32GB (4x8GB) DDR4 3200MHz C16 LED Desktop Memory - Black


Video card: GeForce RTX 2060
 
brand and model of the psu?

so bios is ok but not windows? what the bios version?
same problem with display in bios mode or windows.
Ive tried a GameMax GS800 and a PowerSpec 850.
BIOS Version : 605 X64

I just updated bios to latest 1701

Was this CPU working correctly on another mobo? Will it still?

Might be worthwhile to take the CPU out and check the socket real well for trash or bent pins.
Took the CPU out everything looks good.
I pulled motherboard out of case and was able to plug in my GeForce RTX 2060. but had to put in in slot 3 for pcI, doesn't work in pci 1 or pci2 and doesn't fit when in case in the pci3 slot that I got it working. With the Geforce card no more distortion. Is there a bois setting to make this card work in another slot or do I need to upgrade my video car now

Are you using the m.2_2 socket? Since this shares bandwidth with the pci 1 and pci 2 slots that could be causing a problem. Look for a bios setting like CPU PCIE CONFIGURATION MODE. Also, whom did you buy this from; since its 2 generations out of date how could you be assured that its "new"?
