Z87-pro power up issue

Just finished building a new rig, but the computer won't power up. The fans start whirling for about 2 seconds and there is a *beep* sound coming from the motherboard, and after that it restarts again. Next to the Power SW button there is a number display that shows 13. The number does not change nor does the computer start regardless of how many times it restarts. I didn't want it to restart too many times as i'm not sure whether it damages the motherboard or not.
I have an Asus Z87-Pro
Intel Core i7 4770k
2 Gtx 680's
Silver power 750w
2 HDD's
1 ODD
4 ram chips of an unknown manufacturer. (They worked fine in my previous computer)

Any possible solutions will be appreciated.

Suspect this is s memory issue. You can try POSTing with one memory module only. If that does not work, I'd suggest getting some Z87 qualified memory. If you're using some generic memoy from a previous gen the default voltage for the DRAM to POST might be higher than the default voltage of this newer platform.
