Z97-A and GTX 670 issue (BIOS)

I don't want to write a whole story because I've done it so many times, the only important thing that matters is that my motherboard(BIOS) is causing the issue. My video card is a GTX 670 2GB(Legacy card, but updated with latest UEFI vBIOS) and it isn't performing at full capability, I have read that the issue is in the BIOS settings, I am to change some settings to allow it to run legacy cards, even with my updated vBIOS. I don't know where the settings are in BIOS though and would like some assistance. In other words, how do I change the BIOS settings to allow legacy hardware.

I'm on an I7 4790k stock. My board is on the latest 2012 version, figured that might solve my problem, didn't.

*Video card has low performance and I've troubleshooted everything else, only thing that remains is the motherboard.

I found the problem... I had to change the PCIE Link Speed from the default Auto setting to Gen2. I've rebooted my computer about 5 times now and the video card is working fine.
