Zalman MFC2 unable to bring out full potential of fan ?

Hi , i have a Zalman MFC2 controller with a Scythe ULTRA KAZE 3000 RPM fan attached to it . No matter how much RPM i set on my fan controller , even 6000 RPM , the maxiumum that the ultra kaze fan can reach is 2000 RPM . This is very disappointing. IS it because the MFC2 fan controller is faulty ? The fan controller claim that it can control up to fans of 6000rpm. Is there any way i can do a voltage mod on it , since the product says it can only output 11v and i think that is the culprit

It's probably more related to the amps the channel can put out. Is the channel mosfet relly hot when it's at max? Check current draw on the fan vs what the controller can put out.
