Zip files won't download

I have internet connection and can download other types of files but when I try to download any .zip files it downloads the first 2mbs and then eventually will time out. I've tried downloading .zip files on several different browsers and none have worked. I recently changed my motherboard to the ASUS M5A99FX PRO R2.0 (installing a new version of windows 7 with new hard drive) and had no troubles before then.

Have u tried, instead of just single-click it and expect it to download, RIGHT-CLICK on it instead and "force" it to Download Linked File..... ?

I tried and the network still timed out after downloading a small bit of the file.
