Zotac 1070 fans won't move away from 41%. 30c or even at 76c.

I got a brand new computer and already installed the 1070 AMP! Core drivers from their website and downloaded Firestorm, but the fans won't stop spinning(like the Freeze setting said it would). What am I doing wrong? Temp is stable at 30c and the fan is running at 41%, as Firestorm and Afterburner say. Also, I ran a benchmark and it went all the way up to 76c without moving from 41%. Suggestions, please?

It is running faster than 41% now. I just can't make it stop or run lower than 41%. Also, I think this guys are talking about power usage...?
