I have a 1080 p60hz ips panel and currently have the choice of buying a Zotac 1660ti for 280 dollars or a msi gaming x 1660 for 250, should I opt for the 1660 with a better cooler or a 1660ti with a entry level cooler and also are zotac and msi reliable Gpu vendors?

But what about the individual cards should I opt for the 1660 msi or 1660ti zotac, will the extra performance be noticeable or should I justt opt for a 1660 with the top of the line cooler (gaming x$

If you want the Zotac, buy the Zotac.

You asked for advice, and I mentioned that the MSI is a higher quality product. On the face of it, the GPUs are equivalent, but MSI buys better binned GPs, and uses higher quality components in its builds than Zotac does.

Now, if you had asked if you should buy any 1660ti GPU, I would have said that EVGA is better than both of those, and probably has superior customer support than any other company out there. But you didn't, so I won't offer you that opinion.

The Evga card that I am looking at is the 1660ti Xc black gaming however I am a bit skeptical about the single fan cooler, just wanted to confirm if that won’t cause any problems and also whats the deal with gpu backplates ?are they necessary or do they impact performance in any way?

The single fan is adequate for normal use. If you plan on overclocking the GPU significantly, then you would want to enhance the cooling a bit, but let your GPU temps guide your efforts, instead of going for overkill from the get-go.

Metal GPU backplates are intended to enhance cooling of VRAM, and some are designed specifically for watercooling.

Acrylic backplates are pretty-much vanity items, and serve no purpose other than to stroke a person's ego, and relieve them of their money.
